Value Added: Overview of the European legislation Registration, Evaluation and Authorization of Chemicals (REACH) and chemical safety assessments (CSAs) through exercises and discussions on chemical safety reports (CSRs), extended safety data sheets and risk management.

Prerequisites: Understanding of chemical risk-assessment principles, exposure assessment and controls, risk management and hazard communication/chemical control regulatory requirements.

Learning Aids: Participants must bring a laptop computer.

Outcomes: Upon completion, the participant will be able to

  • Describe the general requirements for CSAs
  • List deliverables under the REACH regulation
  • Demonstrate the completion of a chemical safety report (CSR) for an extended safety data sheet (ESDS), including a systems approach to REACH compliance
  • Discuss the requirements under REACH and manage their impacts

    • The Registration, Evaluation, and Authorization Processes
  • CSA process
    • Assessment of the physicochemical, health and environmental hazards
  • Derivation of the hazards for an example solvent substance
    • Setting of acceptable exposure limits (Derived No Effect Level and Predicted No Effect Concentration)
  • Group exercise: Develop DNEL limit value
    • Assessment of use and exposure
  • Group exercise: Predict exposures
    • Risk characterization and management
  • Group exercise: Characterize and manage the risks

Description: This PDC will provide an overview of REACH, and emphasize the requirements and development of the CSAs. Participants will work through an exercise that uses a substance to develop a CSA that can be used to write CSRs for various exposure scenarios. This information could then be used as part of an extended European safety data sheet (ESDS) as required by REACH. The PDC will conclude with a discussion on the risk-management aspects of REACH.
